Born in Long Beach and reared in Lakewood,California, Sandra Miller attended Mayfair High School and then the University of Southern California on a full-tuition scholarship awarded for academic excellence. She was awarded a Bachelor of Arts Degree Cum Laude, with a Major in English. Following graduation, she worked as a newspaper editor. In 1968, she was elected to the Signal Hill City Council for a four-year term, making her at that time the youngest woman ever elected in California to local public office. 

Following her law school graduation from Pacific Coast University, where she was awarded a Juris Doctorate Degree with Distinction, she was admitted to the California State Bar in 1977.

She has practiced law in the Long Beach - Seal Beach area since her admission. Her practice is primarily devoted to Family Law, Dissolutions, Child Custody Matters, Child and Spousal Support Matters, Adoptions, etc.

She has served two terms on the Board of Governors of the Long Beach Bar Association. She is the former chair of the Family Law Section of the Long Beach Bar Association, the former President of Women Lawyers of Long Beach, and served for many years as a member of the Board of Directors of the Legal Aid Foundation of Long Beach. In 2008, she was named "Lawyer of the Year" by the Women Lawyers of Long Beach. She has served on the Long Beach/Harbor Area Legal Aid Council. She serves frequently as a family law mediator in the Los Angeles Superior Court, and she has sat frequently as a judge pro tem the Long Beach Family Law Courts. She is a columnist for the Long Beach Reporter, the legal newspaper serving the Long Beach, Orange County, and South Bay areas.
